For the last few books Vesey or Daniel would be commanding the cargo ship while the other commanded the warship, this time she's just commanding some marines in boarding an unarmed frieghter to get things ready for the real first lieutenant. It almost has to feel like a demotion or lack of faith from Daniel even if intellectually she knows it's not.
